The Division actively participates in the Technical Barriers to Trade (TBT) and the Committee on Sanitary and Phytosanitary Measures (SPS).
The TBT Agreement of WTO has established a Commission of Technical Barriers to Trade (TBT), whose objective is to give Members the opportunity to enquire about any issue related to the functioning of the TBT Agreement or the achievement of objectives.
The Members/Observers use the TBT Committee to debate specific trade concerns that generally result from the notifications received from bills, regulations or specific procedures that affect trade relation among them. Basically, the members present such concerns to obtain more information about the reach and application of a national regulation and take the fundamental obligations on TBT matters as reference.
Furthermore, the members develop the application of the agreement in order to reinforce the provisions such as transparency, standards observance, evaluation of conformity or good practices of the regulation. Over the years, the TBT Committee has adopted a series of decisions and suggestions to facilitate the application of the TBT Agreement.
The Committee sessions on three formal meetings per year, where workshops or thematic topics are also organised, where all WTO members can participate, observer governments, and international and intergovernmental organisations that also attend as observers to Committee. The MSF Agreement of WTO, a Sanitary and Phytosanitary Measures Committee (SPS) has been established to ensure the application of the Agreements dispositions, and the celebration of enquiries related to all measure on safety for food or sanitary control of animals and vegetables matter that affects trade. The Committee meets three times per year, and besides the member countries, three of the reference organizations for this committee: The Codex Alimentary Commission, World Organisation for Animal Health (OIE), and Secretariat for International Plant Protection Convention (CIPF) also participate. Moreover, other international bodies participate, such as the World Health Organisation (WHO) and the International Organisation for Standardisation (ISO).
The Division coordinates the participation of Chile on this Committee, raising Specific Trade Concerns about defending the raised concerns by other members related to some notified measure by Chile before WTO. Furthermore, in the thematic sessions specific presentations are performed according to the importance or relevance of the agenda topics to address on each occasion.
The Regulatory Affairs Division actively participates on the following subcommittees:
This subcommittee veil for the standardisation can be a factor to improve the infrastructure of quality and productivity of the economies of the region. The SCSC meetings are performed as part of High-Level Representatives Meeting SOM I and SOM III, that each year are performed during in February and August, respectively.
The Division represents Chile on this subcommittee, coordinating the positions with the sectoral Ministries, and performs presentations of new projects to award APEC funds.

The Division oversees the coordination among sectoral Ministries, Industry and interested parties to represent Chile at each meeting.
The CD is a public-private instance made up of chemical substances regulators, trade unions and Asia Pacific chemical industry, which seeks to promote greater dialogue and cooperation between parties. Work on environmental sustainability, regulation and convergence, marine litter, implementation of the global harmonized system of classification and labelling of chemical substances (GHS) on APEC economies matter are developed through this group, among others.
The Pacific Alliance is an initiative of Regional Integration integrated by four countries: Chile, Colombia, Mexico, and Peru.
The Division has overseen negotiations Agreements and Annexes that seek to harmonise some aspects of the regulation of the four countries with the objective of facilitating goods trade between them.
The following sectoral Annexes have currently been negotiated: Cosmetic Products, Pharmaceutical Products, Medical Devices, Dietary Supplements, and the Household Cleaning Products Annex is currently being negotiated.
Moreover, the Division represents Chile on the Committee of Technical Barriers to Trade (TBT) and the Committee of Sanitary and Phytosanitary Measures (SPS), and once the First Amending Protocol of Household Cleaning Products comes into force, it will coordinate the established obligations on the Chapter of Regulatory Improvement Committee.
The objective of this network is to form a Community on Good Regulatory Practices (BPRs) , with the participation of representatives National Authorities with power in political coordination of Regulatory Improvement of the Latin America and the Caribbean region . The members exchanges information, experiences and lessons learned with the objective of strengthening the importance of the BPRs implementation.
They meet at least twice a year, the Undersecretary of International Economic Relationships (SUBREI) through the Regulatory Affairs Division and the Ministry of Economy participate through OPEN Office.
The Division provides a regulatory vision on international trade of goods and the respective Trade Agreements to these obligations (TBT and SPS Agreements of WTO) and the new chapters on Good Regulatory Practices.
The Division actively participates on the Regulatory Policy Committee (RPC) of the OECD, which has a main mandate to provide technical assistance to member and non-members countries to form and strengthen the capacity for quality and regulatory reform.
The Committee meets twice a year (April and November), and the role of the Division is to provide from the regulatory vision on international trade of goods, and the trade agreements respective to these obligations (TBT and SPS Agreement of WTO, TBT and SPS Agreement of the Trade Agreements signed by Chile, and the new chapters on Good Regulatory Practices), as well as the importance and experience of Chile on International Regulatory Cooperation.
The Division participates as active members of this association, especially of the Regional Agreement N°8 of ALADI (AR N°8), that aims to prevent the elaboration, adoption and application of the Technical Regulations, Technical Standards and Accordance Evaluation from turning into unnecessary Technical Barriers for intraregional trade.
Between the years 2018 and 2021, the Division presided the committee of the Management Commission AR N°8 and coordinates the actions that the Alternate Representative of Chile before ALADI must perform at the meetings of the Group of Market access as part of the ALADI Representatives Committee, which is the technical Group where AR N°8 topics are worked.
Founded in 1998, the World Wine Trade Group (WWTG) is an informal group formed by government and industries of wine producer countries representatives, whose objective is to facilitate wine trade in benefit of exporters and importers of member countries through the exchange of information, good regulatory practices, discussion and analysis of joint regulations and actions to eliminate the technical barriers to trade.
The WWTG members that are also part of the agreements are: Argentina, Australia, Canada, New Zealand, South Africa, United States and Uruguay.
